Senior Director, Core Network Standards

  v Built the standards organization within Huawei Core Network Product Line (CN PL) to a first

class international operation and lifted the company up to the second place holder in 3GPP in

terms of the number of contributions, leadership positions, influence and patents. Led the

technology and process building efforts, recruiting and expansion of the organization to 60

high caliber senior engineers across US, Europe and China. Managed, mentored, developed

strategies, and directed the team.

  v Instrumental in establishing and maintaining regular quarterly collaboration meetings between

Huawei and global Operators (DT, Vodafone, AT&T, Verizon, Telecom Italia, Orange/France

Telecom, TeliaSonera, Sprint, Clearwire, USCC, China Mobile, China Unicom, and DoCoMo).

Built industry relationships for the company up to VP/President level.

  v Implemented “Business Driven Standardization” approach within Huawei, and in doing so,

built internal strategic relationships with all the stakeholders in the company to include all

other Product Lines, Corporate Standards, Sales and Marketing Units in NA, Europe and

China.

  v “3GPP Head of Delegation for Huawei Core Network” in charge of developing and executing

strategies, and leading a team of 30 senior standards experts in TSG-CT and TSG-SA.

Outstanding results delivered year-by-year. Received several “Highest R&D Achiever” awards

from the Executives in China and US. Moreover, I was elected “Vice Chairman of the

3GPP TSG-CT” and was a member of the 3GPP PCG/OP (Board of 3GPP) between 2009

and 2013.

  v In charge of the North America and global standards and regulatory features relevant to the

Huawei CN PL, covering organizations to include CableLabs, IETF, SIP Forum, ATIS,

VOLGA, GSMA, IMTC, NGMN, 4G-Americas, 3GPP and Enterprise related activities and

forums.

  v Elected IMTC Board of Directors Member on 1/1/2011. I was the key individual to engage all

the stakeholders in the industry and bringing multi-million dollar worth of LTE/EPC/IMS

Huawei equipments to a first-ever live VoLTE multi-device-vendor interoperability testing in

2002 - 2007 3GPP TSG-CT

  v Overall Technical Coordinator and Head of Delegation for all Ericsson activities in the 3GPP

Core Network & Terminals Technical Specification Group (TSG-CT). Responsibilities include

leading a high performance engineering team of twenty senior Ericsson delegates and 5

Working Group Coordinators representing all Product Units in the company as well as

Ericsson Mobile Platform (EMP) with the mission to cover all activities within the CT Working

Groups and CT Plenary.

  v As the Ericsson Overall CT Coordinator, my job was to secure timely production of standards

that support business, product goals, standardization strategies and IPRs within the business

areas of GSM, GPRS, IMS, WLAN, Fixed Broadband Access, Mobile Platform, and Service

Layer. Also, ensuring a healthy cooperation with other standardization bodies such as IETF,

3GPP2, TISPAN, and CableLabs and to promote a unified IMS in the industry.

  v Member of the Ericsson’s Standardization Project Management Group with responsibility to

define, review and approve all the company’s standardization strategies.

  v Liaison with Business, Product and R&D units to ensure compliant design, to effectively

communicate customers’ needs and needs of the global market. Identifying business

opportunities and communicating them to the stakeholders, gathering business intelligence,

and to drive cross-functional projects and activities to successful conclusions. Participating in

regular customer standardization coordination meetings, secure voting, and to lobby with

competitors and key players.

1998 - 2002 3GPP TSG-CN1

  v Overall Technical Coordinator and Head of Delegation for all Ericsson activities in the 3GPP

Technical Specification Group, Core Network 1 (TSG-CN1). Lobbying, and driving Ericsson’s

strategies to ensure healthy progress of the Circuit Switched, Packet Switched, IP

Multimedia, and Terminal related issues according to the Ericsson’s internal business,

product, IPRs and standardization strategies.

  v Technical Manager of the Ericsson delegation, coordination with UTRAN/GERAN

development units, other delegates, as well as coordination with various internal

standardization projects (Security, QoS, Shared Network, IMS, IP Multicast/Broadcast, IMS,

Presence, etc), attend and monitor other 3GPP groups as per need basis.

  v Duties to include reviewing technical proposals and contributions, technical concept

development, maintaining awareness of system activities, maintaining awareness of sales &

marketing activities, presenting and defending Change Requests/contributions/Liaison

Statements, establishing and leveraging industry relationships with customers, interacting

and/or blocking competitors, defining standardization strategies aligned with internal product

evolutions, making final decision on tactical/political maneuverings, and generating meeting

reports.

2001 - 2003 Wireless Priority Service Forum – US Government

  v Ericsson’s Team Leader for GSM Wireless Priority Service (WPS). WPS was a security

service requested by the US Government due to the 9/11 attack. The service provides

National Security & Emergency Preparedness higher priority in accessing the channels

during emergency situations. The Initial Operating Capability (IOC) and Final Operating

Capability (FOC) phases of the Industry Requirements were developed at the NS/EP

Wireless Priority Service Forum, under the lead of National Communication System (NCS),

and DynCorp / Telcordia in cooperation with major GSM vendors and operators in the US.

The long-term aspects were carried out in 3GPP and IETF for packet-based environment and

multimedia.

  v I was in charge of a Team of Technical Experts, Product Managers, and Business Managers

representing Ericsson Mobile Platforms, Sony-Ericsson, BSS/RNS, MSC/VLR, and HLR

organizations. Defined and drove technical and product strategies by active participation in

the Industry Requirement development meetings. I was the main point of contact towards the

Ericsson GSM Key Customer Accounts (Cingular, T-Mobile, and AWS) as well as the

DynCorp account during the sales process.

  v As the result of my team’s key contributions in developing the specifications and supporting

the product and sales team, Ericsson received two separate contracts of about $150M worth

for delivering IOC and FOC. These contracts were essential in paving the way to further

business with the US government.

2000

  v Ericsson Delegate on behalf of the Ericsson Key Customer Account with duties to ensure

company’s influence in developing Implementation Agreements for 3G mobility support

architecture into MSF architecture.

Multiservice Switching Forum (MSF)

1998 - 2002 GSM-NA, North American Interest Group of GSM Association

  v Ericsson’s Main Technical Coordinator with duties to establish and leverage industry

relationships with North American operators. Educated operators in GPRS and secured

Ericsson’s influence in aspects related to MSC/VLR, GPRS, UMTS, Numbering, E-911,

Wireless Priority Service, etc.

1998 - 2000 ATIS T1P1 (Now ATIS PTSC)

  v Ericsson Delegate with duties to ensure company’s influence in packet-related issues, i.e.

GPRS/EDGE, Mobile IP, Voice over IP over Wireless, etc. Completion of the FCC mandates

for stage 1 and 2 PCS 1900 “Enhanced Priority Access and Channel Assignment (PACA-E)

Supplementary Service”, ANSI T1.706-1997, ANSI T1.70X-1999 and “Emergency Services

Call Supplementary Service”, ANSI T1.709-1999. Participated in 3G wireless systems

activities.

1997 - 1998 MSC/VLR System Management

  v Senior Operative Product Manager with duties to include technical support to Local/Strategic

Product Managers, and customers concerning any market related tasks. Performed prestudies,

and provided support to the feasibility and execution phases of the implementation

projects. Area of concentration included, but not limited to MSC/VLR, IN/CAMEL, 3G, and

technical coordination with other international subsidiaries worldwide. During 1998 went on a

three-month international assignment to the Ericsson Germany to build and strengthen the

R&D relationships between the two System Management Groups. The assignment included

starting the internal 3GPP Circuit Switched UMTS Standardization Project in cooperation with

the Head Quarter in Sweden.

1996 - 1997 ISDN PRI

  v System Engineer on international assignment from Ericsson Sweden to Ericsson Dallas to

support the local Design Center in implementing the US market specific ISDN PRI.
